Not so, in the UK a Labour government would of got the largest % of the vote but the way we have seats split up into areas and over the years when the boundaries are put in place it is rigged in the Tories favour, nearly all Tory governments in my lifetime got a lower % of the vote than the main opposition! So for example you can have an inner City seat with voting population of 120.000 that labour get 70% and next to that 2 semi rural seats with voting populations of 40.000 each that the Tories get 60% of the vote.
Even someone not great at math can work out despite that meaning the Tories are winning 2 seats to 1 far more people voted labour! Labour have to get 8% more of the vote nationwide in an average election to stand any chance of forming the government.

The correct phrase is actually that people get the government they deserve.
We are talking about the majority as always. You know,

We have a street in Amsterdam called Roosevelt straat. On one side of the street it was written with a T and on the other side with a D.
This is many years ago.
They were questioning people as to the correct spelling. Nobody knew.
Eventually they got to this woman sitting on a bench. She had to think really hard and all of a sudden her whole face was lighting up.
“It’s with a R, Roosevelt.”
You can imagine what havoc they wreak with a ballot.
